Rafael Vélez Domínguez: A Visionary Architect of Puerto Rico’s Economic Renewal

Rafael Vélez Domínguez stands as a transformative figure in Puerto Rico’s business and investment landscape. As President of Atabey Capital, he has spearheaded strategic projects—from energy interconnection to agricultural innovation—that reflect his commitment to growth and resilience across the island.

A graduate of Babson College in Accounting and Economics and Georgetown University in Public Policy and Leadership, Vélez further honed his executive acumen at IESE Business School in Barcelona. His early career as founding partner of Barreto & Vélez showcased his expertise in risk management and governance, a foundation that propelled him to establish Putney Capital Management, directing investments across energy, agro-industry, and construction sectors in the Caribbean and Latin America.

In 2016, Vélez launched Atabey Capital and developed Campo Alegre—the largest pineapple farm in Puerto Rico—with 600 acres in production and another 600 in expansion. Through Atabey, he backed the landmark Proyecto Hostos, an electrical interconnection between Puerto Rico and the Dominican Republic, underscoring his vision for sustainable infrastructure.

His portfolio extends to leadership roles in financial and civic spheres: he serves on the boards of OFG Bancorp, Empresas Generadora de Electricidad Haina SA, Young Presidents’ Organization Puerto Rico, and Boys & Girls Clubs of Puerto Rico, marking him as a steward of both industry and community.

In February 2025, Vélez assumed the presidency of the Puerto Rico Manufacturers Association. Prioritizing modernization of the energy grid, investor-friendly reforms, workforce development, and fiscal incentives, he is poised to steer the island’s industrial sector toward renewed competitiveness and stability.
